The Ontario government and the Ontario Lottery and Gaming Corporation (OLG) announced on October 28 a process to bring new casino investment to Niagara Falls. The province expects the effort to generate more than $3 billion in direct gaming investment over 20 years and could add as many as three new operators to the region's land-based market.

Companies interested in taking part must submit initial expressions of interest by December 3, 2026. Shortlisted candidates will then be asked to provide full proposals for integrated casino resorts. A successful operator must commit at least $1.5 billion in investment and pay an entrance fee of $100 million. Ontario plans to apply a gaming tax rate of 9.75% to operators entering the Niagara market.

Beyond the casino projects themselves, the province says another $600 million in private investment could follow through other initiatives linked to its Destination Niagara Strategy. The scheme is also projected to create more than 10,000 construction jobs. Officials say any provincial revenue losses from changes to existing casino arrangements should be offset by additional economic activity and the entrance fees.

The move follows an agreement reached earlier in 2026 between OLG and MGE Niagara Entertainment Inc., which removes MGE's existing exclusivity rights and opens the market to other operators. The new framework will initially permit up to three operators. Depending on tourism performance, market conditions and operator results, Ontario could consider extending it beyond the initial 10 years.

The casino plan is part of a wider strategy to attract more than 25 million visitors to Niagara each year, add $3 billion to the provincial economy and create about 46,500 permanent jobs. The strategy relies on private investment in attractions, hotels, entertainment and dining rather than government funding. Zee Hamid, Ontario's Tourism, Culture and Gaming Minister, said the expansion would help attract investors, support employment and strengthen tourism, and that the government wants Niagara to be a year-round destination.

The announcement comes as Ontario's gambling sector faces scrutiny. A recent report questioned transparency at iGaming Ontario, citing documents that apparently showed the agency suppressed research examining problem gambling rates, though the agency has challenged the study's methodology. How the province balances economic growth with responsible gambling oversight is likely to be closely watched.
